Resume and Cover Letter needed for Entry-Level Career Change to HR

I'm transitioning from always being self-employed to trying to get into the HR / Payroll field. I want something simple and not cluttered so the hiring manager can see the pertinent info in a quick 20-second visual scan. I've done some key training to qualify for an entry-level position in a new career, and I want to highlight that instead of focusing on the transferable skills from my self-employment, which I see all the other resumes do. I want to hit on the key certifications instead. I'm open to critiques and a different opinion with this, as I know what I've drawn up is not the standard way to go for a resume, but I think I need to try something out of the box since I have no experience in that field. I have a lot of recent certs and classes I took to learn the field, and when searching job sites, I saw those certs are a big plus. So I want the resume to be easy and simple to scan down to see my certs rather than being super busy with tons of text about other info. Perhaps an optional second page is doable for skills, but the first page needs to highlight key words that will grab their visual attention. I need it editable in case I ever need to make minor changes. Familiarity with HR terminology and industry standards is a plus. I'm also considering trying to work for a law firm, so if it's economical for me, I potentially would want a second cover letter, basically the same, but slightly tailored for that position. And I'm open to hiring for help with Linkedin maybe.
