Meta Ads for a THC Brand

I have a brand that sells THC derived from CBD hemp plants. Delta-8, 9, 10, etc. I worked with a marketing agency to setup Meta ads, but between their costs and the ads costs, the ROI was virtually nonexistent. I stopped working with them a year ago. I still have one ad campaign active but I am hoping to add more campaigns and increase the ads budget to generate more revenue. I am hoping to work with someone that understand Meta Ads and has experience sitting up ads for a CBD/THC brand. I put $1111 for the budget, but that's just a number. Please include your fees in your proposal.
