Fix my Twilio issue of inability to send SMS

We are unable to send SMS from our Twilio account This is what I was told The U.S. requires everyone now to register their businesses through the VoIP providers as well as Telephone companies to send texts. This was only recently implemented and there are some requirements on your end to ensure that people can unsubscribe from your texts as well as a list of numbers you will text that have opted in to your texts.
