Electrical engineer to design a 2MW solar farm

Design of a 2MW solar farm in Maryland. Will need stamped drawings to pull permit from Frederick county MD. We have already built a 2MW on this site. This will be in addition to the existing, but will be stand alone. Need experienced electrical engineers who have similar experience. If you are in a foreign country then you should have a local partner to stamp the drawings. We can share the drawings set of the existing 2MW system with the selected group. We have a budget of 1500 to $ 3000
