video calls with pins and timer (admin web + app for android tablet)

We are search an App to video calls, the admin web on cloud server can create pin numbers random with time for video calls, we need create this ´pins bulk or individual with diferent minutes duration video call, if call duration 4:30 for example then user can use the pin again, until time runs out. We need only outgoing video call, this calls will be to an app on smartphones or tablet, 2 way video. If the time of pin is about to end it should show the remaining time on the screen. The APP on smarphone most be available from google play and enabled push notification for incoming calls. about pins is a system pre-pay. Admin user on web server will see on dashboard calls and pins used and can edit rates ... Thanks
